What happened to public schools in California?

Once a model of the public school system in the United States, public schools in California are now in distress — teachers recently went on strike to protest overcrowding and a lack of funding and support. Even janitorial services have been affected — some teachers bring in their own cleaning supplies and clean their own classrooms at the end of the school day. Public policy experts are pointing their finger at what they believe to be the cause — a referendum from 1978 called Proposition 13 — that was a sort of Brexit for the state. This referendum put a limit on property taxes and made it difficult for counties to raise money for education and other social programs. A vision of what’s ahead for the UK?
